Representative Lebsock, prime sponsor, presented Senate Bill 17-008, concerning legalizing certain knives. Representative Lebsock explained the effect of the bill and discussed its need. He provided the definition of "switchblade." Representative Lebsock responded to questions regarding why switchblades were originally made illegal. The following persons testified regarding SB 17-008:

Ms. Peg Ackerman, representing the County Sheriffs of Colorado, testified in support of the bill.

Mr. Todd Rathner and Mr. John Bloodgood, representing Knife Rights and AKTI respectively, testified in support of the bill. Mr. Bloodgood discussed circumstances under which a switchblade may be legally possessed under state law, and the utility of switchblades. He discussed different types of knives, and recounted instances where he used a gravity knife in precarious situations. Mr. Rathner discussed states in which the knives covered by the bill are still illegal, and provided further information about why switchblades were originally made illegal. He discussed the rates of crime associated with different types of knives, and efforts to overturn knife laws in other jurisdictions. Discussion ensued regarding ballistic knives and other restrictions on carrying weapons.

Mr. Richard Sweetman, Office of Legislative Legal Services, provided input on current prohibitions against certain weapons. Discussion ensued regarding some potential vagaries in state law concerning weapons possession, and the various classifications of knives.

Mr. Gregory Staritsky, representing himself, testified in support of the bill. Mr. Staritsky addressed some questions raised during earlier testimony, and discussed the utility of certain automatic knives.
