The committee was called to order. A quorum was present. Representative Arndt, prime sponsor, presented House Bill 19-1205, concerning allowing reimbursement for expenses for members of the Restorative Justice Coordinating Council (RJCC).  Representative Arndt explained the effect of the bill and discussed its need. Representative Arndt responded to questions regarding the membership of the RJCC. The following persons testified regarding the bill:

Ms. Liz Porter-Merrill, representing the RJCC, testified in support of the bill. She discussed the work and membership of the council, and addressed questions raised during previous discussion.

Mr. Matt Riede, representing the RJCC, testified in support of the bill. Discussion ensued regarding the potential for amending the bill to limit reimbursements to nongovernment employee members of the RJCC. Ms. Porter-Merrill and Mr. Riede responded to questions regarding travel by the council members.

SB19-100 - Amended, referred to the Committee of the Whole

Representative Tipper, prime sponsor, presented Senate Bill 19-100, concerning the creation of the "Uniform Civil Remedies for Unauthorized Disclosure of Intimate Images Act."  Representative Tipper explained the effect of the bill and discussed its need. Discussion ensued regarding penalties levied under the bill.

The following person testified regarding SB 19-100:

Mr. Dieter Roemdonck, representing CompTia, testified on the bill from a neutral position. Mr. Roemdonck raised concerns about the bill's construction with federal statute. Discussion ensued on this point.

Representative Tipper responded to questions regarding the effect of SB 19-100 on current state law in the area of the unauthorized distribution of intimate media. Discussion ensued on this impact.

Discussion ensued regarding entities that support SB 19-100. Discussion followed regarding relief available to plaintiffs under the bill, and certain definitions in the bill. Representative Tipper explained the effect of amendment L.005 (Attachment A).
