Under current law, Colorado is a part of the Interstate Compact for Adult Offender Supervision, which includes all 50 states and 3 territories. The compact allows states to track the supervision of offenders who move across state lines. When a supervised or unsupervised person comes to Colorado for a private treatment program, the private treatment program cannot admit or accept the person unless certain requirements are met. The bill requires select mental health services to be covered for Medicaid members under 21 through the managed care system and the School Health Services Program. The Department of Health Care Policy and Financing (HCPF) must engage stakeholders and notify impacted entities. Each November 1 from 2025 through 2030, HCPF must report to the General Assembly on service utilization.
