Representative Hooton, prime sponsor, presented House Bill 17-1175 to the committee. The bill requires barbers, hair stylists, cosmetologists, estheticians, and nail technicians to obtain one hour of domestic violence and sexual assault awareness training to qualify for the first renewal or reinstatement of a license after June 30, 2018. The bill does not subject these professions to mandatory reporting requirements. The director of the Division of Professions and Occupations in the Department of Regulatory Agencies (DORA) must designate the training provider, may contract with a third-party to provide the training, and may determine other rules and training criteria as outlined in the bill. A handout (Attachment A) and amendment L.003 (Attachment B) were distributed to the committee.
