Representative Danielson, bill sponsor, presented House Bill 18-1104 to the committee.  The bill establishes procedural safeguards for parents with disabilities in the context of child welfare, foster care, family law, guardianship, and adoption.  Under the bill, a parent's disability cannot be a basis for denying or restricting temporary custody, foster care, guardianship, participation in adoption, or to restrict a parent's responsibility in domestic relations or dependency or neglect proceedings, unless a detrimental impact on the child can be shown.

Representative Michaelson Jenet, bill sponsor, presented House Bill 18-1148 to the committee.  The bill prohibits health insurers from requiring that a person undergo step therapy prior to receiving a federally approved drug for stage four metastatic cancer if the use of the drug is consistent with best practices for treatment of the cancer.  Under current law, health insurers are only prohibited from requiring step therapy in instances where a prescription drug mandated under a step therapy protocol has previously been tried by the covered person but was discontinued due to lack of efficacy or adverse event.
