Representative Gray introduced House Bill 19-1084 concerning a requirement that notice of a determination by an urban renewal authority on whether a particular land area is blighted be given to owners of private property within the area.  The bill requires notification on a property's determination of being blighted or not to a property owner.

Representative Gray answered questions about the bill, including a city's use of blighted property.

Morgan Cullen, representing the Colorado Municipal League, testified in support of the bill. Mr. Cullen indicated that the Special District Association is in support of the bill, as well.

HB19-1048 - Postponed Indefinitely

Representative Lewis introduced House Bill 19-1048 concerning the election of library district trustees. The bill will allow for election of library district trustees, instead of appointment of trustees.  Amendment L.001 was distributed (Attachment C).

Chris Richardson, Commissioner representing Elbert County, testified in support of the bill. Commissioner Richardson responded to questions from the committee. There was discussion about the number of board members for a library district, as well as the current statutory process for filling vacancies. Costs of elections and interest in running for election were included.
