Representative Esgar introduced House Bill 19-1265 concerning the penalty for a person who passes a snowplow that is performing its service function in echelon formation with at least one other snow plow.  The bill changes the class of the traffic offense from a class B to a class A if a person passes a snowplow that is operated by a state, county, or local government; displaying its lights; and performing service in echelon formation with one or more snowplows.  The bill defines echelon formation as a diagonal formation with each plow behind and to the right or behind and to the left of the snowplow ahead.

Representative Hooton introduced House Bill 19-1309 concerning the regulation of mobile home parks, and, in connection therewith, granting counties the power to enact ordinances for mobile home parks, extending the time to move or sell a mobile home after eviction proceedings, and creating the Mobile Home Park Dispute Resolution and Enforcement Program.  The bill protects mobile home owners by granting counties the power to enact certain ordinances for mobile home parks; extending the time period between the notice for nonpayment of rent and the termination of any tenancy or other estate at will or lease in a mobile home park; and extending the time a mobile home owner has to vacate a mobile home park after a court enters an eviction order.  The Mobile Home Park Dispute Resolution and Enforcement Program will be created within the Division of Housing at the Department of Local Affairs.  The program will register mobile home parks, including a registration fee; collect data about disputes and violations of the mobile home park act and annually report the data; create and distribute education materials about the act and program; create and maintain a database of mobile home parks; and manage the complaint process related to alleged violations of the Mobile Home Park Act, including receiving and investigating complaints, determining the outcome of complaints, imposing penalties, and participating in administrative dispute resolutions.
