Chair Baker commenced the meeting and gave a brief overview of the agenda for the day.



Subgroup 2 Round 1 Presentation of Draft Standards - Committee Discussion Only

Commissioner Karbach, chair of subgroup 2, introduced and gave a brief overview of the presentation of draft standards for subgroup 2 round 1 draft standards. Draft standards can be found here: https://app.box.com/folder/173842699453?s=12mcp8h2bhq3yhc33bke9kre5babc66k.

Mr. Karbach started
his presentation on visitation. Their recommendations touched on the following
topics: written visitation policy standards, identification and records
keeping regarding visitors, visitation space, visitation schedule and frequency,
attorney-client visitation, professional visitation, visitation restrictions,
special visitation, costs of visits, video visitation contracts, and video
visitation.

Mr. Karbach and the
commission asked questions and discussed disciplinary practices regarding
visitation, person-centered language, language used in draft standards,
posting of information, and restrictions to visitation.

Mr. Karbach continued his presentation with topic 7, restrictions of visitation, and continued through the rest. Mr. Karbach answered questions throughout his presentation regarding visitation costs, video visitation, phone calls, mental health, distinguishing language, and accessibility provisions such as interpreters or language barriers.

Mr. Karbach gave information on subgroup 2 meetings and welcomed the commissioners to join and provide feedback.

Chair Baker gave an overview of the voting procedure. After deliberation,
the commission decided to postpone voting until the next meeting. The committee
continued discussion about a variety of topics such as resources to implement
the standards, regional jail hubs, funding for smaller counties, the Olmstead
Supreme Court case and ADA requirements, treatment of individuals, and
databases of existing policies. The commission then discussed how the standards
should be enforced. Commissioners volunteered to be a part of a new enforcement
subgroup. Elizabeth Buger with Legislative Council Staff gave an update
on commission procedures.
