The committee was called to order. All members were present. The committee revisited its FY 2018-19 state-funded capital construction priorities in order to prioritize additional capital projects based on the March 2018 economic forecast. Committee members received Ms. Kori Donaldson, Legislative Council Staff, provided some background information on surplus moneys available for capital construction. Ms. Donaldson responded to questions regarding expected controlled maintenance requests for FY 2019-20. Discussion ensued regarding the best path forward for FY 2018-19 prioritization. Senator Crowder and Representative Thurlow joined the committee. Senator Crowder discussed the Arkansas Valley Correctional Facility Fire Alarm System Replacement Capital Renewal project.

Response to March 9 JBC Letter - Committee Discussion Only

The committee discussed how best to respond to a letter from the Joint Budget Committee dated March 9, 2018, concerning how to go forward with the Department of Human Services' transition away from using the Grand Junction Regional Center. Ms. Donaldson provided background on some options available to the committee for housing the current residents of the Regional Center, and responded to questions about these options. Representative Thurlow joined this discussion.

Ms. Sara Wager,Office of Administrative Solutions, DHS, responded to questions regarding funding sources for building new homes for the current residents of the Regional Center. Committee members provided their positions on how to move forward with the closure of the Regional Center.

Ms. Donaldson explained what will happen with the Grand Junction Regional Center decision item considering that no consensus was reached. Discussion returned to the committee's FY 2018-19 capital construction prioritization effort. Senator Baumgardner initiated a discussion about the renovation of the Governor's mansion. Ms. Donaldson provided background on the issue, and responded to a question regarding History Colorado's position on transferring funds currently dedicated to State Capitol renovations to the Governor's mansion renovation.
