Kara Veitch, Department of Personnel and Administration (DPA), presented the department's capital request, Electric Vehicle Statewide Infrastructure, and discussed the department's plans to add electric vehicles to the state fleet (Attachment A).  The Legislative Council Staff write-up of the project was also distributed (Attachment B).  Ms. Veitch responded to questions from the committee.

Abbey Clymer, DPA, responded to questions from the committee regarding the project's costs.  Scott Edwards, DPA, responded to further questions regarding the state fleet.

Esther van Mourik, Office of Legislative Legal Services, introduced two draft bills (Attachments C and D) for the committee's consideration. Cheri Gerou, State Architect, responded to questions from the committee.  Bo Pogue, Legislative Council Staff (LCS), responded to questions from the committee.  Vanessa Reilly, LCS, also commented.

The chair laid over the first draft bill.  Ms. van Mourik described the second draft bill, concerning the six-month encumbrance deadline for capital projects.  Ms. Gerou also commented.  Committee discussion ensued.

Mr. Pogue responded to a question from the committee regarding encumbrance waivers.  Committee discussion ensued.  Ms. van Mourik and Ms. Reilly also commented.  The chair laid over the second draft bill.

Mr. Pogue described the annual prioritization process for the committee's capital budget recommendations to the Joint Budget Committee.
