Bo Pogue and Matt Bishop, Legislative Council Staff, gave an overview of the FY 2021-22 capital construction requests and available revenue.

Mr. Pogue gave an overview of the CDC hearings process. Mr. Bishop gave an overview of the CDC staff memo.

Office of State Planning and Budgeting - Committee Discussion Only

Meredith Moon, Deputy
Director of Budget, and Vanessa Reilly, Capital Assets Manager, of the
Office of State Planning and Budgeting (OSPB), presented on OSPB's capital
construction FY 2022-23 budget request (Attachment A). OSPB's presentation
is included as Attachment B. Ms. Moon explained the unique position the
state is in this fiscal year with the addition of pandemic response funds
to the available funds to spend.

Ms. Reilly gave an
overview of the general fund amount OSPB is recommending for capital construction.
OSPB's prioritization took into account the following factors: avoiding
future costs, mitigating environmental harm, addressing safety issues,
investing in under-served communities, and investing in Colorado businesses
and workforce. Ms. Reilly explained OSPB's goal of balancing the higher
education and other state department needs. Ms. Reilly highlighted the
goal of investing in critical capital renewal and controlled maintenance
projects to avoid future costs.

Finance Analyst at the Department of Higher Education, Lauren Gilliland
Senior Finance Analyst at the Department of Higher Education, and Dr. Eric
Tucker, Commissioner of the Colorado Commission on Higher Education (CCHE),
presented on CCHE's prioritization for higher education projects for capital
funding (Attachment C). CCHE's presentation is included as Attachment D
and a handout is included as Attachment E. Dr. Tucker explained that CCHE
revised their scoring criteria for this year's prioritization and for prioritizations
going forward.

overview of the ranking system, including an explanation that they ranked
continuation projects the highest, and the changes to the scoring criteria.

Executive Officer, and Carl Meese, Director of Campus Planning, at the
Auraria Higher Education Campus (AHEC) introduced themselves and their
capital request for FY 2022-23. AHEC's presentation is included as Attachment
F. A handout from the institution is included as Attachment G.

Dr. Janine Davidson,
President of Metropolitan State University of Denver (MSU Denver), gave
an overview of MSU Denver's mission, student population, and financial
situation. Dr. Davidson introduced MSU Denver's two capital requests: the
Health Institute project and the Classroom 2 Career Hub project. MSU's
presentation is included as Attachment H.

Bryan Hawkins, a nursing student at MSU Denver, discussed his experience in the MSU Denver accelerated nursing program and the impact of the facilities on the program.

Dr. Davidson explained the limitations that the current nursing facilities place on the nursing program and explained how the capital request would improve this situation.

Dr. Davidson described
MSU Denver's second capital request, the Classroom 2 Career (C2) Hub, which
helps students translate their classroom experience into careers.

President, and Kristen Volpi, Executive Vice President, of the Colorado
School of Mines (Mines), presented on Mines' capital requests. Dr. Johnson
gave some context on Mines' current enrollment, student success metrics,
and expanding pathways to Mines. Mines' presentation is included as Attachment
I.

the reasoning behind the Minerals and Energy Resources building (fka Subsurface
Frontiers building). Ms. Volpi discussed the remaining request for library
renovations.
