University of Northern Colorado - Committee Discussion Only

The committee was called to order. A quorum was present. Todd Saliman, President, University of Colorado (CU) System, and Nolbert Chavez, CU Regent, introduced themselves and provided an overview of the university system's FY 2022-23 capital requests. CU's presentation is included as Attachment A. Committee members received a handout which is included as Attachment B. Regent Chavez provided an overview of the system's request package. President Saliman discussed the system's controlled and deferred maintenance needs, and highlighted some FY 2022-23 requests. Discussion ensued regarding the Hellems Arts and Sciences request, and demographics for CU's freshman class. Discussion followed regarding employee demographics for the CU System, and system-wide hiring criteria.

Phil DiStefano, Chancellor,
and David Kang, Vice Chancellor for Infrastructure and Sustainability,
provided an overview of CU Boulder's FY 2022-23 capital requests. Chancellor
DiStefano discussed the requests in detail, and noted deferred maintenance
needs on campus. Discussion ensued regarding campus controlled and deferred
maintenance needs, and how the need was evaluated. Mr. Kang responded to
questions regarding the campus project priority rankings, and Chancellor
DiStefano provided additional input. Kori Donaldson,

Senior Director,
Capital Assets, provided input on controlled maintenance. Discussion turned
to the exclusion of the Hellems project from funding recommendations by
the Governor's Office of State Planning and Budgeting (OSPB). Mr. Kang
responded to questions regarding the air handling units in the Hellems
Building.

Michelle Marks, Chancellor, CU Denver, provided an overview of CU Denver's FY 2022-23 capital requests, and discussed demographics and trends for the campus.

Venkat Reddy, Chancellor, CU Colorado Springs, presented the university's FY 2022-23 capital requests. Chancellor Reddy responded to questions regarding the Engineering Building project.

Don Elliman, Chancellor, CU Anschutz Medical Campus, presented the CU Anschutz FY 2022-23 capital requests. Jay Campbell, Associate Vice Chancellor of Facilities, responded to questions regarding a facilities audit on the Anschutz campus, and a controlled maintenance project. Discussion ensued regarding demographics for the student body and employees at Anschutz. Discussion followed regarding the Anschutz role in the COVID pandemic response.



Department of Natural Resources - Property Transactions Approved (4)

Alice Horgan, Director of Legislative Affairs, Department of Natural Resources, Colorado Parks and Wildlife, Mark Leslie Northeast Regional Manager for CPW, and Adrian Archuleta, Area Wildlife Manager, presented the Twin Spruce Ponds Property Transaction Proposal. Proposal documents are included as Attachment C.

Leslie provided an overview of the Colorado Clays SAA property transaction
proposal. Ms. Horgan introduced the proposal, and Mr. Leslie provided details.
Discussion ensued regarding the location of the range to be acquired under
the proposal.  Proposal documents are included as Attachment D
.

Ms. Horgan introduced the Pals Family SWA-Douglas Mountain Ranch property transaction proposal. Mark Lamb, Area Wildlife Manager, responded to questions regarding the potential for creating a wildlife underpass in conjunction with the property, instead of an overpass. Proposal documents are included as Attachment E.

Ms. Horgan provided an overview of the Castlewood Canyon State Park-Metzler Water/Mineral Rights property transaction proposal. Discussion ensued regarding the impact of the property transaction on area groundwater rights. Doug Vilsack, Assistant Director for Parks, Wildlife and Lands, provided input on the issue. Proposal documents are included as Attachment F.

Department of Corrections - Committee Discussion Only

Rhonda Boger-Linder, Architecture & Planning Manager, and Ashley Clark, Assistant Director of Financing & Administration, presented the Department of Corrections' (DOC) FY 2022-23 capital request package. DOC's presentation is included as Attachment G. Ms. Clark provided an overview of the department, its population, and its capital needs. Ms. Boger-Linder provided detail on the department's capital needs and the capital requests for the upcoming funding cycle. Discussion ensued regarding the deterioration of water systems at certain DOC facilities.

Ms. Boger-Linder continued to brief the committee on DOC's FY 2022-23 projects, discussing the Buena Vista Correctional Center Sanitary Sewer project and Arkansas Valley Correctional Facility Shower/Drain project.

Ms. Boger-Linder discussed the East Canyon City Prison Complex Water Tank project and the Sterling Correctional Facility Kitchen Renovation project. She next discussed the Fremont Correctional Facility ADA Improvements project.

Department of Transportation - Committee Discussion Only

to order. Andy Karsian, State Legislative Liaison, and David Ulane, Director
of the Division of Aeronautics, Department of Transportation (CDOT), presented
their FY 2022-23 capital request. CDOT's presentation is included as Attachment
H. Mr. Ulane explained the function of his division, and explained the
Automated Weather Observing Stations (AWOS) project. Mr. Ulane responded
to questions regarding which entities own the AWOS installations once built,
and the use of AWOS data for certain functions such as fire fighting. Mr.
Ulane responded to further questions regarding how the project would affect
existing weather-observing infrastructure at municipal airports. Discussion
ensued regarding how cameras installed by the project operate, and the
data gathered under the project. Discussion followed regarding pilot navigation
using an AWOS system.



Department of Military and Veterans Affairs - Waiver Request Passed

Greg Dorman, Interim
Deputy Director, Resources and Legislative Director, and Paul Von Riesemann,
Budget Director, Department of Military and Veterans Affairs (DMVA), presented
a request to waive the six-month encumbrance deadline for its Field Artillery
Readiness Center project. Documentation is included as Attachment I. Mr.
Dorman explained the request.

John Marshall, President, Colorado Mesa University (CMU), presented CMU's FY 2022-23 capital request package. CMU's presentation is included as Attachment J. President Marshall discussed the demographics of the region served by the university, and challenges facing this population. He then discussed the Robinson Theater capital project. Discussion ensued regarding the project and its impact on the campus and community.

Jenifer Gurr, Chief Administrative Officer, and Jill Schnathorst, Chief Financial Officer, Department of Agriculture (CDA), presented CDA's FY 2022-23 capital requests. CDA's presentation is included as Attachment K. Ms. Gurr provided an overview of the projects. Discussion ensued regarding energy performance at the Colorado State Fair campus. Ms. Gurr responded to questions regarding how the Colorado State Fair fared recently, and the status of certain buildings on the fairgrounds.



Adams State University - Committee Discussion Only

Cheryl Lovell, President,
Adams State University (ASU), presented ASU's FY 2022-23 capital construction
requests.  President Lovell provided some opening remarks on the university
and its capital requests.  Bruce DelTondo, Director of Construction
Management for ASU, described the university's capital requests.  Mr.
DelTondo updated the committee on several previously funded capital construction
and controlled maintenance projects.
