Luisa Altmann with the Legislative Council staff gave an update for the committee on the agenda for the day as well as an update that the committee will not be meeting in November.



Update from the Department of Corrections on the DeCORum Project - Committee Discussion Only

Scott McKimmy and
Brian Roney with the Department of Corrections (DOC) gave a presentation
and status update for the Department of Corrections Offender Records Management
System (DeCORuM) project. Their presentation can be found here:

Mr. McKimmy started
the presentation with an overview of DeCORuM including the background of
the project, it's necessity, solution parameters, a typical incarceration
integration to reintegration life cycle, and production models.

The project started
to receive funding in FY 2016-17 and Mr. McKimmy gave an overview of their
spending this far. Their funding ends this fiscal year. Additionally, he
gave an update of the current situation and the challenges they have been
facing.

Mr. McKimmy answered
questions from the committee on the implementation of the DeCORuM project,
the project being customized off the shelf (COTS) software, where the DeCORuM
software is hosted, if it can be migrated to the cloud, why the pharmacy
module has been failing, and the best path forward. Representative Titone
inquired why DOC said they did not need any more funding in 2020 and now
they are asking for almost $10 million and if the project should be reevaluated
to be more efficient and make up for funds.

The committee asked the department to come up with a few routes of completion for this project and moving the system to the cloud.

Luisa Altmann reminded the committee that DOC will be back in December to give an update of the funding they received last year.

an update on the Time & Leave and Scheduling project that received
funding this fiscal year.

The presentation
started with an overview of the impact of the pandemic and virtual hearings.
They answered questions on how the ballot measure concerning the new judicial
district would impact their system. Mr. Bergbower continued the presentation
giving details about the 3-year SDWAN upgrade, network infrastructure,
and data center hardware. They gave a status update for the project, the
need to upgrade A/V capabilities, and their plans for a new case management
system.

The committee asked questions about new programs and their realistic life span, the vendor market, vendor lock-in, remote testimony, and user experience testing.

Sarah Clark with the Department of Personnel and Administration gave an
update on their funding for their payroll modernization project. Their

included information about the department's payroll modernization goals,
solicitation workshops, and data as a product. The committee asked questions
on the pay cycles and legislation to change pay cycles. The presentation

the Colorado Department of Higher Education gave an update on the House
Bill 22-1349 Postsecondary Student Success Data System. The presentation

gave information on HB 22-1349, the student-unit record data system (SURDS),a
report on a Colorado statewide longitudinal data system, and SURDS files
and reports. The committee asked questions on data and working with other
departments. The presentation continued with information on the development
of student success measures and a technical working group.

an update on their universal preschool technology project. The presentation

gave updates on staffing and marketing and communications. The department
answered questions on marketing and communications to libraries, day cares,
pediatricians, and other public places. The presentation continued with

components of the project.

The presentation started an update on their digital government strategic plan that has just been released to the public on October 10, 2022. They provided an educational video, methodology, aspirations, six strategies to achieve said aspirations, implementation funding, and what's next for the digital government strategic plan. The presentation continued with a tech debt portfolio update. The committee asked questions regarding cyber-security.

continued with broadband updates including acronym information, the broadband
roadmap update, information on household's without internet, broadband
availability, internet adoption gaps, workforce development, roadmap to
connect 99 percent by 2027, individual agency broadband plans, broadband
roadmap, Colorado Broadband Office (CBO) funding program milestones, and
CBO projects and outreach.

OeHI started the presentation with information on the Health IT Roadmap, rural connectivity, rural connectivity project achievements, and next steps for the project. HCPF continued the presentation with an overview of their major initiatives and partnership overview, HCPF partnership with OeHI, Colorado Benefits Management System (CBMS) and Public Health Emergency (PHE) streamlined processes and operational improvements, Medicaid Health Technology Systems, proposed BHA integration, and a chart that lays out the modules involved in the system.

The presentation continued with the BHA, giving information about the BHA background and purpose, their technology ecosystem, behavioral health technology initiative updates, care coordination infrastructure, OwnPath, behavioral health modernization, and workforce learning management system.

The presentation continued with CDHS giving information on their Business Information Technology and security (BITS), their joint agency interoperability project, the Trails system, operational funding for Trails, improvements being made to Trails, agile development of Trails, and the Trails roadmap.



Updates from the Department of Public Health and Environment - Committee Discussion Only

The committee took
a brief recess. Erick Scheminske, Andrew Putnam, and Adam Wozniak with
the Colorado Department of Public Health and Environment (CHPDE) as well
as Kris Kiburz with OIT gave a presentation on the IT Modernization to
Support our Air Quality goals. The presentation can be found here:

The presentation
started with the Stationary Sources System project summary, an update for
year 1 of funding, and information for year 2 of the funding that will
be requested for FY 2023-24. The committee asked questions about the ability
to track air pollution coming from out of state. The presentation continued
with information on the proposed architecture of the Air Stationary Sources
Solution, project accomplishments over the last month, stakeholder engagement,
the proof of concept workflow, issues and concerns with the project, and
project plans.

The committee asked questions regarding monitoring emissions and how to improve "hot spots" of emissions.

Frannie Matthew with
the Colorado Technology Association (CTA) gave a presentation starting
with an introduction of herself, her role at CTA, and their mission/responsibilities.
The presentation continued with information regarding Colorado and the
relationships with tech, growth of the industry, tech making up almost
10 percent of jobs in Colorado, grants CTA has received, wages in the industry,
the growing quantum computing sector, and other emerging technologies.

Discussion ensued
with the committee on the tech field, robotics program, and some successful
tech programs. Ms. Matthew answered questions on job availability, immigration
policy in regard to employment within the industry, and Colorado being
an affordable place with livable wages.
