Refer Senate Bill 16-060 to the Committee on Appro PASS

10:52 AM -- SB16-060

Senator Garcia, prime sponsor, next presented Senate Bill 16-060, which gradually transfers courtroom and court facility maintenance costs from the counties to the state. Each year the Board of County Commissioners in each county must report the fair market value rent for their courtrooms and court facilities occupied by the Judicial Department to the State Controller and the State Property Tax Administrator. Once certified, the State Controller must pay each county treasurer a percentage of the certified fair market rent value beginning with 5 percent in FY 2017-18; this amount increases by 5 percent a year until FY 2036-37, when the state assumes 100 percent of courtroom and court facility costs for spaces occupied by the Judicial Department.

10:54 AM --
Ms. Rose Pugliese, Mesa County Commissioner, and Mr. Terry Hart, Pueblo County Commissioner, testified in support of the bill. Ms. Pugliese distributed a letter from the Mesa District Attorney (Attachment A).
