The bill allows the Colorado Department of Public Health and Environment
(CDPHE), in contracting with certain grantees for the provision of services,
to dispense up to 25 percent of the total value of the payments under the
contract to the grantee immediately upon the execution or renewal of the
contract.

of the Child Protection Ombudsman (Ombudsman) in the Judicial Department
with additional access to information for investigations, and exempts the
Ombudsman from supoena or testifying in a civil or criminal proceeding
in which they are not a legal party.
