John Reams of Naturita introduced himself and explained why he wants to be reappointed to the Colorado Aeronautical Board. He responded to questions from the committee. The committee was given a packet of information about Mr. Reams (Attachment A).

Senator Hill, co-prime sponsor, presented House Bill 16-1122. The reengrossed bill exempts vehicles with a remote starter system from the law prohibiting the idling of an unattended vehicle when the driver takes adequate security measures. A local authority may continue to enforce or enact ordinances or resolutions concerning time limits on motor vehicle idling for one year after the bill's passage. Senator Hill responded to questions from the committee.

The bill requires the Colorado Department of Transportation (CDOT) to coordinate with federal military installations within the state and give full consideration to their transportation infrastructure needs when developing the department's comprehensive Statewide Transportation Plan (STP).

The bill extends, from January 1, 2019, to January 1, 2029, if approved by voters, the authority of regional transportation authorities (RTAs) to impose a property tax of five mills. Senator Garcia distributed and discussed amendment L.001 (Attachment B).
