Brian Tobias, representing the Department of Regulatory Agencies (DORA), came to the table to present the report on the sunset review of the Motorcycle Operator Safety Training Program (Attachment A). He also mentioned the draft bill that was distributed to the committee (Attachment B). He walked the committee through the report and explained DORA's recommendations for the program.

Mr. Tobias responded to questions from the committee about the report. Senator Baumgardner announced that the Colorado Coalition of Independent Riders submitted written testimony for the record (Attachment C).

Kirk Fry, representing himself, testified about the program. He spoke about motorcycle operator safety training. He responded to questions from the committee.

Sgt. Dave Hall, representing the Colorado State Patrol, responded to questions about LLS No. 17-0306_Amendment #1 (Attachment E) and the report.

Mr. Tobias returned to the table to point out the shortcomings of having a three-year sunset period rather than the usual five years.
