Majority Leader Holbert, prime sponsor, presented House Bill 17-1213. Under current law, the Department of Revenue (DOR) provides a beneficiary designation form that allows the owner or joint owners of a vehicle to arrange for the transfer of the vehicle's title to a named beneficiary upon the owner's or owners' death. The bill assigns the responsibility of providing beneficiary designation forms to the Division of Motor Vehicles within the Department of Revenue (DOR), rather than DOR itself.



The bill clarifies that a personal representative of the estate of a deceased vehicle owner, a successor, or a person acting on behalf of the successor, are not liable for obtaining a new vehicle title or for transferring the vehicle title if they have no knowledge of a valid beneficiary designation form.
