Michael Lewis, executive director of the Colorado Department of Transportation (CDOT), came to the table to introduce himself and explain his background and his philosophy for running CDOT.  The committee was provided with a packet of information about Mr. Lewis, the appointees to the Transportation Commission, and the appointees to the Colorado Aeronautical Board [Attachment A].

Dr. R. Paul Williamson, representing himself, discussed the future of transportation in Colorado.  He provided information about his professional background in the area of transportation.  He talked about an elevated, high-speed, magnetic levitation, personal rapid transit system called SkyTran, which is currently in the development phase.  He stated that SkyTran is looking to relocate its headquarters in Denver and listed some reasons that the relocation would benefit Colorado.  Mr. Williamson responded to questions from the committee.  Members of the committee continued to ask questions.

Senator Priola, prime sponsor, presented House Bill 18-1107.  When an individual is under contract to purchase a residence under construction, this bill requires that the home builder offer the buyer the opportunity to have the residence's electrical system include one of the following:

  • an electric vehicle charging system;
  • upgrades of wiring to accommodate the future installation of such a system; or
  • a constructed chase or conduit to ease the future installation of such a system.

The home builder may subject these optional upgrades to the same terms and conditions the builder would offer for any other upgrade in the purchase contract.
