Senator Kagan, prime sponsor, presented House Bill 18-1275. Under current law, an applicant for the Craig Hospital special license plate must make a $20 donation to Craig Hospital before issuance. The bill repeals the required $20 donation. Senator Kagan responded to questions from the committee.

Senator Hill, prime sponsor, presented House Bill 18-1188.  The bill allows the Colorado Department of Transportation (CDOT) to use location information derived from a motor vehicle's communication transportation infrastructure for the purpose of facilitating and managing traffic.  The bill does not allow CDOT to use non-public information, derived from communication between motor vehicles or between a motor vehicle and the vehicle's manufacturer without a court order.

Andy Karsian, representing CDOT, testified in support of the bill. He explained the kind of data that would be collected under the bill. He responded to questions from the committee.
