Patty Salazar, representing the Department of Regulatory Agencies, introduced Megan Gilman. Ms. Gilman spoke about her background and why she is interested in serving on the PUC. The committee was provided with her application materials (Attachment A).

Senators Coram and Fenberg, co-sponsors, presented House Bill 20-1225. The bill prohibits electric cooperatives from charging unreasonable on one another.

Kent Singer, representing the Colorado Rural Electric Association, testified in opposition to the bill.

Duane Highley, representing Tri-state Generation, testified in opposition to the bill.

Paul Erickson, representing Sangre de Cristo Electrical Association, testified in opposition to the bill.

Dean Hubbock, representing United Power, testified in support of the bill.

Jeff Hurd, representing Delta-Montrose Electric Association, testified in support of the bill.

The committee returned to order. Senator Sonnenberg, prime sponsor, presented House Bill 20-1178. The bill requires the Department of Transportation to identify portions of rural state highways where the speed limit can be raised without endangering public safety. He distributed amendment L.004 (Attachment C) and responded to questions from the committee.

Andy Karsian, representing the Colorado Department of Transportation, testified in support of the bill.

Jack Todd, representing Bicycle Colorado, testified in support of amendment L.004.
