Representative Hooton,
prime sponsor, presented House Bill 22-1082, concerning the enforcement
of state housing laws by the Department of Law, and, in connection therewith,
establishing a fair housing unit within the Department of Law.  Representative
Hooton explained the effect of the bill and discussed its need.  Representative
Hooton responded to questions regarding the parameters of the authority
granted to the Department of Law by the bill, and the fiscal impact of
the bill. Written testimony may be found in Attachment E.

Adam Rice, representing the Colorado Poverty Law Project, testified in
support of the bill.



Ms.Hinchliff responded to questions regarding how her department will handle
the increased workload created by the bill, and the parameters of the authority
granted to the Department of Law by the bill.  Representative Hooton
provided input on the latter issue.  Discussion ensued regarding the
impact of amendments L.001 (Attachment F) and L.002 (Attachment G).
