Representatives Arndt and Winter presented House Bill 17-1366 to the committee. The bill requires the state's climate change staff person to include measurable goals based on the best available science that are at least as ambitious as the goals established by the Governor's Executive Order D 004 08, with near-term, mid-term, and long-term deadlines to achieve those goals that will either reduce Colorado's greenhouse gas emissions or increase Colorado's adaptive capability to respond to climate change. The Governor or his designee must report annually to the General Assembly on the progress made in meeting the climate action plan goals, including whether the state is on track to meet the deadlines and measurable goals specified in the plan.
