and Bradfield, prime sponsors, presented House Bill 24-1034. The bill makes
several changes to the adult competency process. Representative Amabile
discussed the genesis of and need for the legislation.  Representative
Bradfield and Amabile detailed the effect of the bill on a section-by-section
basis. Representative Amabile responded to questions regarding what effect
the bill will have on a backlog of people awaiting competency evaluation
and restoration.
