Kevin Patterson,
Chief Executive Officer, Connect for Health Colorado, gave a presentation
to the committee on the health insurance market. Mr Patterson's presentation

He gave an overview
of the consumers who use the exchange and the value that the exchange provides.

Mr. Patterson gave information on plans covered in the marketplace and the amount of people enrolled.

Mr. Patterson gave
information on insurerer changes for 2023 including Bright Health and Oscar
no longer offering plans in the state. He reviewed enrollment assistance
in the state and detailed the location of enrollment centers, as well as
programs the centers have to assist Coloradans with varying immigration
status.

Mr. Patterson discussed
Connect for Health Colorado's stakeholder engagement and community outreach
involved in the decision making process. He went over privacy and security
concerns of consumers.

Mr. Patterson shared that 10,000 enrollees have been provided with financial help through SilverEnhanced Savings.

Mr. Patterson gave
an update on different policy implementations including statistics on how
many Coloradans they've affected. The update included details on how HB20-1236
and SB20-215 has given Connect for Health Colorado more flexibilty to reach
more consumers in need. A rule finalized for 2023 will help fix the "family
glitch" issue in health insurance.

Mr. Patterson gave
an update on the COVID-19 Public Health Emergency. He gave an overview
of what the transition from Medicaid to plans offered through Connect to
Colorado Health may look like for consumers. Members of the committee asked
for clarification on how the Colorado Department of Health Care and Policy
Financing and Connect for Health Colorado will collaborate to ease the
transition.

Mr. Patterson answered questions from the committee about federal funding and about insurance providers that may enter or leave the market.

the committee considering a change to the state establish the oversight
committee to allow the committee more flexibility in their meeting schedule.
