the meeting to order and discussed the agenda, linked here:

Committee members discussed and provided updates on the final standards
for Restrictive Housing (Subgroup 1) and Security (Subgroup 4).




Commissioner Brown proceeded out of order and provided an update on the
enforcement subgroup.  He referenced an enforcement flow and organizational
chart (Attachment A).  He further discussed implementation phases,
long-term strategies, and compliance.

Committee discussion
ensued about a bill drafting process separate from the final jail standards
document.  Chair Baker noted that the jail standards themselves will
not be codified.




The committee
returned to discussion about restrictive housing standards and voted on
the final draft.

Security (Subgroup 4) and the final draft of its proposed standards.

agreed to delay the vote on the final security standards until the September
meeting in order for additional review time.
