Dr. Crites summarized
the process and ranking system used to finalize the task force recommendations.

Mr. Jenkins began
the overview by discussing the additional legislative ideas that were not
officially voted on the by the task force. These ideas include: adult competency
to stand trial, community collaborative models to support high-risk adults,
support team assisted response (STAR) programs, and gaps in care for justice-involved
women and pregnant/postpartum individuals.

Committee members
asked questions about adult competency to stand trial. Further questions
were asked about the ranking system.

The conversation
turned to the 911 Resource Center from the legislative recommendation.
Further discussion ensued about the ranking system and task force
support.

proceeded to summarize the task force legislative recommendations, starting
with Bill #1, remote court appearances for individualks in in-patient,
partial hospitalization, and intensive outpatient behavioral healthcare
treatment.

Committee discussion
followed about treatment disruptions for court appearances, as well as
a need to keep cases moving through the court system.

Mr. Jenkins continued
to explain Bill #2, withdrawal management services and funding within the
behavioral health crisis response system. The bill also removes jail
as an alternative option for substance use disorders when no crime was
committed.

Mr. Jenkins summarized
and answered questions about Bill #3, competency dockets. The committee
discussed combining this with the other adult competency bill idea discussed
earlier in the hearing.

The committee
revisited Bill #4 about the Colorado 911 Resource Center and funding sources.

Mr. Jenkins continued
and summarized Bill #5, regarding a youth mobile crisis program. Committee
members asked questions about the 14 participating counties that employ
a youth mobile crisis program and staffing.

The committee
next discussed Bill #6, prohibiting hospitals and urgent care providers
from checking a patient's warrant status without consent. Questions
were raised about the frequency of this happening and other related questions.

Bill #7, statewide analysis of available behavioral health services for
individuals involved in the justice system. Committee members discussed

The committee
debated Bill #8, district attorney assessments for juvenile diversion programs.
