and Gonzales-Gutierrez, prime sponsors, presented House Bill 22-1211, concerning
the continuation of the committee on juvenile justice reform, and, in connection
therewith, implementing the recommendation contained in the 2021 sunset
report by the department of regulatory agencies to sunset the committee
on juvenile justice reform.  Representative Soper introduced the bill,
and Representative Gonzales-Gutierrez explained its effect.

Joe Thome, representing the Division of Criminal Justice within the Department of Public Safety, made some opening remarks on HB 22-1211 and made himself available for questions.

Kelly Abbott, representing the Division of Criminal Justice within the Department of Public Safety, made some opening remarks and made herself available for questions.

Ms. Abbott responded to questions regarding what will happen to the children impacted by the programming conducted by the Committee on Juvenile Justice Reform once it is sunset, and certain evaluation tools used by the committee. Ms. Abbott and Mr. Thome responded to questions regarding the disposition of the Juvenile Community Review Board under the bill. Mr. Thome responded to questions regarding continuation of Committee on Juvenile Justice Reform activities once it is sunset. Discussion returned to the risk evaluation tools.

SB22-024 - Referred to the Committee of the Whole

Representatives Roberts and Soper, prime
sponsors, presented Senate Bill 22-024, concerning changes to strengthen
the crime of intimidating a witness. Representative Roberts explained the
effect of the bill and discussed its need. Representative Soper further
discussed the merits of the bill.

Gordon McLaughlin, representing the Colorado District Attorneys' Council, testified in support of SB 22-024.

Arnold Hanuman, representing the Colorado District Attorneys' Council, testified in support of the bill.

Discussion ensued regarding a recent case of witness intimidation not considered a crime under existing law, and a hypothetical fact pattern that might be impacted by the bill. Mr. McLaughlin responded to questions regarding how a prosecutor determines what constitutes "influence" and "relevant information" as referenced in the bill. Mr. McLaughlin responded to further questions regarding the types of activities that would most likely be impacted by the bill.

HB22-1228 - Amended, referred to the Committee of the Whole

and Bockenfeld, prime sponsors, presented House Bill 22-1228, concerning
the continuation of the regulation of preneed funeral contracts, and, in
connection therewith, implementing the recommendations contained in the
2021 sunset report by the department of regulatory agencies.



Representative Roberts responded to questions regarding marketing by preneed
funeral contract sellers.  Discussion ensued regarding the difference
between preneed funeral contracts and preneed insurance policies.

Jason Hopfer, representing Service Corporation International, testified on HB 22-1228 from an "amend" perspective. Mr. Hopfer responded to questions regarding forthcoming amendment L.002 (Attachment B), and the potential for preneed funeral contracts to become unclaimed property.
