Representative Kennedy announced that Senate Bill 19-068, which concerns expanded disclosure about electioneering communications, was laid over until Tuesday, February 26, 2019.

Majority Leader Garnett and Minority Leader Neville, co-prime bill sponsors, presented House Bill 19-1173. The bill allows an ex officio member of the Legislative Council to make a temporary appointment to replace themselves at a regular meeting of the council.  However, a temporarily appointed member cannot replace the ex officio member at an executive committee meeting.  Minority Leader Neville answered questions from the committee.  No one testified on the bill.
