Colorado Department of Early Childhood Transition Updates - Committee Discussion Only

Lisa Roy, Executive Director, Colorado Department
of Early Childhood (CDEC) began her presentation, which can be found as
Attachment A. She provided background information on her qualifications.

Director Roy went
over key legislation passed last year and gave updates on projects and
initiatives at the department.

Michael Cooke, Early
Childhood Transition Director, Governor's Office, went over the timeline
for local coordinating organization selection and other key requirements
for transitioning programs and services to the new CDEC.  Ms. Cooke
responded to questions from the commission.

the single application process for early childhood services and the Universal
Preschool Rate Setting Formula.

Director Roy discussed
the selection process for the Rule Advisory Council members. She spoke
about state agency partnerships and Memorandums of Understanding, and reviewed
the organizational structure of the CDEC.

Mary Alice Cohen,
Deputy Executive Director and Director of Program Delivery, CDEC, gave
an overview of stimulus funding received by the department, ways in which
the funding has been implemented, and the stakeholder engagement process
prior to the next legislative session.

Executive Director, Department of Healthcare Policy and Financing (HCPF)
and Early Childhood Leadership Commission (ECLC) Co-Chair, introduced the
presenters and gave an overview of the ECLC's purpose and functions.

Dr. Pamela Harris,
ECLC Co-Chair, discussed the work of the ECLC and went over the impacts
of legislation passed in the previous session. Dr. Harris discussed the
commission's transition plan and guiding principles, and reviewed future
priorities of the ECLC.

Co-Chair, answered questions from the commission. Deputy Director Massey
and Dr. Harris answered questions from the commission.

Director, Prevention Services Division, Colorado Department of Public Health
and Environment (CDPHE) introduced the presenters from the department.
 The presentation can be found as Attachment C.

Tracy Miller, Deputy
Director, Prevention Services Divison, CDPHE spoke about programs in the
Prevention Services Division, which include the Child and Adult Care Food
Program (CACFP) and the Colorado Special Supplemental Nutrition Program
for Women, Infants, and Children (COWIC). Deputy Director Miller answered
questions from the commission.

spoke about federally-funded programs that are managed by the department
including CACFP and COWIC. She answered questions from the commission.

went over future plans and goals to support the new CDEC in the future.

Updates from State Departments and Agencies: CDHS - Committee Discussion Only

The panel of presenters
from the Colorado Department of Human Services (CDHS) came to the table.
A copy of their presentation can be found as Attachment D. Deputy Director
Cohen provided information about the transition of certain programs and
services from CDHS to CDEC including key dates and legislation.  Katy
Morrison, Acting Deputy Executive Director of Administrative Services,
CDHS, gave an overview of the interagency agreement and how it supports
CDEC including details on human resources contracts and emergency management.
 Joseph Homlar, Director, Division of Child Welfare, CDHS gave an
overview of the Memorandum of Understanding between the Division of Child
Welfare and CDEC.

Director Homlar continued
explaining the Memorandum of Understanding. He detailed partnerships with
different boards and task forces covered in the memorandum. Members of
the commission asked follow-up questions.

Dr. Morgan Medlock,
Director, Behavioral Health Administration (BHA), gave an overview of the
BHA's vision for children, youth, and family programs including their missions
and values.

Chris Meyer, Senior Advisor for Children, Youth, and Families, BHA, went
over program focuses on children, youth, and family for the BHA including
gender responsive services and a school-based mental health specialist
program.

Director Medlock went over cross-department collaboration including agreements
and councils created.

Members of the commission commented and asked follow-up questions.

Dr. Floyd Cobb, Associate
Commissioner of Student Learning, Colorado Department of Education (CDE),
and Dr. Paul Foster, Executive Director of Exceptional Student Services,
CDE, came to the table. Their presentation can be found as Attachment E.
Dr. Cobb gave an overview of the Colorado Preschool Program including background
information and statistics on children served, eligibility risk factors,
authorized positions, and enrollment.  Dr. Cobb discussed transitional
efforts made by CDE including the transition plan for the upcoming year
and a Memorandum of Understanding that covers data collection requirements
and defines roles and resposibilities..  Members of the commission
asked follow-up questions.
