01:33:06 PM  
Mr. Richard Lee provided
an update on the Union Soldier Statue.  Discussions are underway with
Janelle Darnell, representing Colorado Department of Military and Veterans
Affairs (DMVA), to move the soldier to department grounds.  There
was a discussion about Colorado History perhaps keeping the statue longer
for a conference.  Mr. Lee will follow up with Janelle.

There was a discussion
about funding to care for and move the statue.  Mr. Lee indicated
that the insurance project will take care of cleaning the statue.  DMVA
will pay for moving the plinth and statue.  Perhaps there should be
an agreement between the committee and DMVA.  Mr. Lee will work on
an agreement.

Mr. Lee also provided
an update on work related to the General Rose statue.  Installation
if statue should start September 21, 2022.  There was a discussion
about a security camera for the statue.  State Patrol will need to
be included in the discussion.

There was a discussion
about funding for the security camera.  The group providing the statue
will need to fund all costs related to the camera.  Representative
Lontine will discuss camera funds with Paul Shamon.

The committee members
discussed insurance for statues.  Groups making donations of artwork
provide a maintenance fund.  Insurance related to graffiti may be
covered under risk management.

There was a discussion
about the unveiling of the General Rose Statue.  Danielle Oliveto
indicated that the statue would be unveiled on Memorial Day in 2023, May
27, 28, or 29.

Funding for the presidential
portraits was discussed.  Speaker Garnett is assisting with funding
for the Biden portrait and has requested until August 31, 2022 to raise
funds.

There was a discussion
about the committee budget, $10,000 per year.  Perhaps these funds
could be used for future presidential portraits.   The committee will
need to memorialize use of funds for this purpose.

Jeanette Chapman,
Legislative Council Staff, provided information about committee funds,
including the existence of the funds since 2017.  Committee funds
could be used for art memorials or historic preservation.  Maintaining
presidential portraits falls within this scope.  In fact, funds have
been used to improve displays or artwork, including the recent election
certificate restoration.  The committee should consider this information
as different projects aruse.  The committee would vote to expend funds.
 The Executive Committee of Legislative Council would make the final
approval of the expenditure of funds.

Ms. Chapman indicated
that staff will amend Criteria and Procedures for this purpose.  Changes
will be provided at a later meeting, perhaps November 2022.

Staff talked about
the committee budget, including the current balance of $42,000 (Attachments
A and B).  The committee discussed several projects that need funding,
including an additional water fountain and Mr. Brown's attic. The committee
previously decided to expend funds to make a high resolution copy of the
election certificate for framing and display.  The committee will
consider other projects to be funded with the budget.

Staff will check with Visitor Services on possible projects.

There was a discussion
about saving some funds for the presidential portraits and governor portraits.

The discussion turned
to size standards for the governor portraits.  Changes would need
to be included in the Criteria and Procedures.

Ms. Chapman provided
an update on building signage.  She talked about the replacement of
signs throughout the Capitol Building and the Legislative Services Building.

Signs may be discussed
further at the November meeting or at a special meeting, since the committee
will need to approve new designs and public spaces.
02:03:15 PM  
There was a discussion
about signs and the Denver Streets Partnership project.  The sign
project and the Denver Streets Partnership project are separate.  Exterior
signs seem to be complete, with a few exceptions.  There was a discussion
about clearly delineating the entrance.

Wheelchair accessibility
was discussed.  An addiitional discussion included signs that indicate
the east and west entrances are not public.



Colorado Veterans' Monument Preservation Trust Committee - Committee Discussion Only


02:06:22 PM  
Danielle Oliveto
provided a list of names to recommend for the Colorado Veterans' Monument
Preservation Trust Committee (Attachment C).  The trust committee
oversees the maintenance of the monument.  Ms. Oliveto talked about
the three candidates, Major General Andy Love, Mayor Mike Coffman, and
Joe Rice.

There was a discussion about how to select a member, including a possible executive session.
02:11:20 PM  
Perhaps the candidates
should be polled in terms of their interest in the trust committee.  Ms.
Oliveto will check on the interest of the candidates and provide more information
to the committee, including biographies.

There was a discussion
about a project list for maintenance of the Capitol Building.  Funding
for maintenance, perhaps $3 million, was discussed
.
02:14:06 PM  
The funding discussion
continued.  In the past there was some funding for Capitol Building
projects, although most big projects were completed under SB 239.  There
was a discussion about funding from History Colorado.  The committee
could request funding for projects from the Capital Development Committee.
 The list of projects should be updated and formalized with Randy
Giseburt and Mr. Lee.

The committee requested
an update on the process and matching funds related to the maintenance
schedule.
