Speaker McCluskie,
Chair, called the meeting to order and reviewed the day's agenda. Ed DeCecco,
Director of the Office of Legislative Legal Services, distributed the leadership
session calendar which can be found as Attachment A. He reviewed pertinent
bill deadlines and answered questions from the committee.



Legislative Council and Executive Committee Responsibilities and Schedule - Committee Discussion Only

Natalie Castle, Director
of Legislative Council Staff, reviewed the Legislative Council and Executive
Committee Responsibilities and Procedures booklet, which can be found as
Attachment B. She reviewed several changes to the booklet and reviewed
the upcoming Legislative Council and Executive Committee meetings in 2024.



Legislative Budget Overview - Committee Discussion Only

Director Castle presented
the legislative budget request, which can be found as Attachment C. She
reviewed the legislative department FY 2023-24 appropriations and budget
as well as the legislative branch FY 2023-24 appropriations. She explained
the appropriations in terms of full-time equivalent staff, salary and benefits
for staff, and operating budget.

Director Castle reviewed
the history of compensation for aides from FY 2008-09 through the current
fiscal year. She discussed automatic budget adjustments for salaries for
members of the General Assembly, per diem rates, mileage and travel reimbursement,
contributions to the Public Employees Retirement Association, short term
disability, Medicare tax, and health benefits.

Director Castle reviewed
the legislative appropriations bill process and timeline, the cost history
and cost estimates of the Blue Book, and the property tax audit appropriation.
