Tom Vessels, CEO, Vessels Coal Gas, Inc. (VCG), introduced himself to the committee and gave a brief background of his experience in the industry. Mr. Vessels responded to questions from the committee regarding his expertise and methane extraction.
10:56 AM -- Utility Energy Efficiency Programs - Dr. Howard Geller, Southwest Energy Ef
Dr. Howard Geller, Executive Director, Southwest Energy Efficiency Project (SWEEP), introduced himself to the committee. Dr. Geller discussed various energy efficiency programs, specifically utility programs. He discussed the economic benefits of these programs and the process of implementing these programs. He talked about the initial legislation establishing utility energy efficiency programs and discussed current legislation, HB 17-1227, which addresses goal setting for utility energy efficiency program at Xcel energy and Black Hills Energy.

Dr. Geller responded to questions regarding natural gas fueled vehicles and energy efficiency requirements for new construction projects, such as new homes and office buildings. He also responded to questions regarding federal and state programs.

Dr. Geller discussed the average cost of saving per KWH as compared to the cost of supplying energy. He also discussed the amount of jobs in the energy efficiency industry.
11:55 AM -- Energy Solutions Overview - Matthew Crosby, Panasonic
Matthew Crosby, Utility Solutions Program Manager, Panasonic, introduced himself to the committee. Mr. Crosby discussed the declining costs of energy, including modeled battery costs and LED light bulbs and the demand of renewable energy. Mr. Crosby responded to questions concerning the Pena Station Next, CO program, the price of solar energy, and Xcel Energy's current plan to increase the availability of solar energy. He also responded to questions regarding incentives for investing in renewable energy and the available markets for renewable energy.
