Summer Gathercole, technical advisor for the Commission on Medicaid, provided an overview of the day's agenda. She discussed the commission's plan for adopting rules for the commission, the overall work plan and calendar, and how the commission will determine its scope of work.

Ms. Gathercole suggested that decisions be made with a minimum recommendation of seven out of ten of the members, and any decisions that receive anything fewer than seven votes be added to the appendix. A quorum will be considered six members, and any routine matters will require a simple majority from the members present.
