Senator Van Winkle, sponsor, presented Senate Bill 24-148. The bill allows a facility approved for use as a precipitation harvesting facility located within a
storm water detention and infiltration facility to use detained water. The facility must be approved as a pilot project under a State Engineer-approved substitute water supply plan or as a permanent project operating under a water court-decreed augmentation plan. Senator Van Winkle also discussed amendment L.001 (Attachment A).

Sanitation District, testified in support of the bill and responded to
questions from the committee. Sarah Brucker, representing Division of Water
Resources, Department of Natural Resources, answered committee questions.
