group in the Department of Public Safety to develop a common definition
of recidivism to be used across all state entities. Representative Martinez
explained the effect of the bill and discussed its need.  Representative
Amabile provided additional in support of the legislation.  Representative
Amabile responded to questions regarding the scope of the bill.  Discussion
ensued on this point.
