Representative Marshall, bill sponsor, presented HB23-1052. Conditional on voter approval of a constitutional amendment referred to voters by HCR 23-1002, the bill makes conforming statutory changes regarding the homestead exemptions for veterans with disabilities.

The bill sponsor continued to give opening remarks to the committee.

A panel of witnesses testified to the committee. Andrew Grieb, representing himself, testified in support of the bill. Michelle Kalkowski, representing the United Veterans of Colorado, testified in support of the bill.

Mikel Shaffer, representing the Department of Local Affairs, testified to the committee concerning his role at the Division of Property Taxation. The committee asked questions to the witness.

Representative Marshall, resolution sponsor, presented HCR23-1002. Conditional on voter approval, this resolution expands eligibility for the homestead exemption for veterans with a disability. With voter approval, it will increase state expenditures for reimbursement to local governments for this exemption on an ongoing basis and increases state and local government workload. In years when there is not a sufficient TABOR surplus to fully fund the expanded exemption, it will increase General Fund expenditures.
