	07:37:57 AM	Ms. Dawn Odean, Universal Preschool Director, Department of Early Childhood (DEC), introduced herself to the committee and provided an overview of the department's FY2024-25 supplemental IT capital budget request. The DEC is requesting a supplemental increase of $3,275,000 in state funding for FY 2023-24 for the Universal Preschool Program. 	07:47:24 AM	Ms. Odean and Ms. Stefenik responded to questions from the committee regarding operations and maintenance of investments in software and regardging minimim viability considerations. Ms. Odean also discussed relevance of request to complications in the rollout of the program.
	07:56:12 AM	Discussion continued regarding scale and scope of the request and concerns about timing and ability to spend funds in allotted time.


	08:04:25 AM	Ms. Michelle Barnes, interim Commissioner for the Behavioral Health Administration (BHA), introduced the supplemental request to the committee. The BHA is requesting an extension of spending authority, through FY 2024-25, to continue projects related to Behavioral Health Infrastructure Investments initially authorized in FY 2021-22 through FY 2023-24.
	08:05:57 AM	Ms. Ashley Darnell, OIT Digital Services, introduced herself to the committee and discussed additional details of the request.
