Senator Court discussed a memo describing opinions from a former Attorney General that state that bills that raise or lower taxes should originate in the House.  Senate Bill 19-060 would provide an income tax credit to teachers for personal expenses on school supplies beyond a similar federal credit.  Senator Court explained that the bill would not receive testimony today as it should originate in the House.  Senator Hill, bill sponsor, responded to the comments.  Committee discussion ensued.

Ms. Sharon Eubanks, Office of Legislative Legal Services, described the office's understanding of the guidelines for how bills are to be considered in the Colorado Legislative Drafting Manual, in discussion with the committee.

The committee discussed whether or not to hear the bill under the rules.  The committee recessed.

Senator Todd, bill sponsor, reintroduced Senate Bill 19-066.  Witness testinomy on the bill took place during the Senate Finance Committee meeting on January 29, 2019.  The bill would create a trust fund for special education for K-12 schools.
