Detection Technology Rules. The bill requires the Public Utilities Commission
to adopt rules on natural gas pipeline leak detection by November 1, 2025.
Ms. Katherine Merlin, representing WildEarth Guardians, testified in support
of the bill. Ms. Cindy Copeland, representing Boulder County, testified
