Senator Sonnenberg, sponsor, explained SB20B-005 concerning a requirement that a state of disaster emergency declared by the governor expire after sixty days unless the general assembly extends or authorizes the governor to extend the state of disaster emergency.  He further discussed limits on executive powers.
