Representative Duran, co-prime bill sponsor, presented Senate Bill 20B-003 to the committee.  The bill transfers $5 million from the General Fund to the Colorado Energy Office for use by the nonprofit organization Energy Outreach Colorado to provide direct energy bull payment assistance to low-income households.
