Senator Priola introduced Senate Bill 20-051, concerning license plates, and, specifying that, in order to minimize potential lost registration revenue, the license plates of a motor vehicle that is classified as Class C personal property expire upon the sale or transfer of the motor vehicle and that, in order to improve legibility and enforcement, a revised color scheme is required for certain license plates manufactured on or after a specified date. The bill was discussed in the Transportation Legislation Review Committee.  The bill allows owners to keep their specific license plate number as personalized license plates.  Any costs of producing and distributing additional new license plates may not be used to calculate the amount necessary to recover the costs of producing plates, decals, validating tabs, and distribution.  Proposed changes in the bill do not apply to horseless carriages.

The bill changes the color scheme of the license plate from dark green letters and numbers on a white mountain and dark green sky background to white letters and numbers on a dark green mountain and white sky background.
