Senators Simpson and Gonzales, co-prime sponsors, presented House Bill 25-1023, which requires that persons constructing certain types of fences on Sangre De Cristo land grant lands apply for approval from the local government with jurisdiction over the fencing project. A local government may accept or reject the application. Senator Gonzales distributed a handout to the committee (Attachment A).

Brien Webster, representing Conservation Colorado, testified in support of the bill. Ean Tafoya, representing GreenLatinos, testified in support of the bill. Mike Quartuch, representing Colorado Parks and Wildlife, testified in support of the bill. Cory Chick, representing Colorado Parks and Wildlife, was available to answer committee questions.  Senator Simpson distributed amendment L.007 (Attachment B).
