Senator Michaelson Jenet, primary bill sponsor, presented House Bill 25-1124. House Bill 22-1278 required the Behavioral Health Administration to work with the Department of Health Care Policy and Financing, in collaboration with relevant stakeholders and other state agencies, to develop universal contracting provisions to be used by state agencies when contracting for behavioral health services. The bill outlines several requirements for the universal contract.

House Bill 25-1124 removes most of those requirements (except the requirements for minimum data collection standards and grievance reporting) and limits the use of the universal contract to behavioral health safety net services. It also adds an additional requirement that individuals have access to necessary care within the behavioral health safety net system. The bill also clarifies that the requirements do not require the expansion of data collection.
