The committee was called to order. A quorum was present. Representatives Boesenecker and Froelich, prime sponsors, presented Senate Bill 25-003, concerning prohibited activity involving semiautomatic firearms, and, in connection therewith, prohibiting the manufacture, distribution, transfer, sale, and purchase of specified semiautomatic firearms and classifying a device that increases the rate of fire of a semiautomatic firearm as a dangerous weapon. Representative Boesenecker explained the effect of the bill and discussed its need. Representative Froelich also discussed the bill and its merits. Representative Boesenecker responded to questions regarding permitting to purchase firearms, and enforcement of Colorado's high-capacity magazine ban. Representative Boesenecker responded to further questions regarding how certain firearms may be obtained under the bill, and the focus of the bill on long guns. Discussion ensued regarding the types of firearms that fall within the scope of the bill, and safety training required by the bill. Discussion followed regarding grandfathering of certain firearms under the bill, and amendments placed on the bill. Discussion turned to firearms and children, and the constitutionality of SB 25-003.
