The committee was called to order. A quorum was present. Representatives Jackson and Joseph, prime sponsors, presented House Bill 25-1294. The bill clarifies the definition of juvenile for when a court cannot assess a court costs and makes the current prohibition on charging juveniles fees permanent. Representative Jackson explained the effect of the bill and discussed its need. Representative Joseph provided further input on the merits of the legislation. Discussion ensued regarding the fiscal impact of the bill, and previous legislation germane to HB 25-1294. |

the Colorado Criminal Defense Bar, testified in support of the bill.
Mr. Scanlon responded
to questions regarding fees collected under the bill, and the effect of
forthcoming amendments. Linda Lindsey, representing the Judicial Department,
responded to questions concerning juvenile youthful offender cases reported
on by the department. Discussion ensued regarding some potential changes
to the programming impacted by HB 25-1294.
