Representatives Soper
and Zokaie, prime sponsors, presented House Bill 25-1275. The bill creates
a duty to report wrongful actions by crime lab employees, requires the
crime lab director to investigate such actions, and creates a process for
individuals to seek post-conviction relief if their case is impacted. Representative
Soper explained the effect of the bill and discussed its need. Representative
Zokaie further explained the effect of the bill and its merits. Discussion
ensued regarding some forthcoming amendments, and the fiscal impact of
the bill. Discussion followed regarding costs associated with certain recent
events. |

the bill. Joseph Archambault, representing the Colorado State Public Defender,
testified in support of the bill. Maureen Cain, representing Public defenders,
testified in support of the bill. Mr. John Walsh, representing Colorado
State Public Defender's Office, testified in support of the bill.
Mr. Karbach responded
to questions regarding investigations undertaken under HB 25-1275. Discussion
ensued regarding the scope of ethical breach problems addressed by the
bill, and the fiscal impact of the bill. Discussion returned to the scope
of the bill.

to questions regarding claims made during earlier testimony. Other
panelists discussed these questions. Mr. Lohnes responded to questions
regarding certain types of cases that gave rise to HB 25-1275.
