Senator Weissman, bill sponsor, presented Senate Bill 25-304, concerning measures to address the sexual assault kit testing backlog. He explained the need for this bill and explained that it creates a grant program and establishes other requirements regarding sexual assault kits. He walked the committee through the provisions in the bill.

representing Colorado Coalition Against Sexual Assault, testified in support
of the bill. Kelsey Harbert, representing themself, testified to amend
the bill. Mr. Lance Allen, representing Colorado Bureau of Investigation,
testified to amend the bill. Joel Melecka, representing the Colorado Department
of Public Safety, joined the witnesses at the table to answer questions
about the backlog of DNA cases.
Committee members
inquired about timelines and a rape test kit's chain of custody. Discussion
ensued about staffing, funding, quality control, testing goals, and victims,
among other related topics. Questions were raised about the backlog
and plans to decrease it.
