Senators Gonzales and Frizell, bill sponsors, presented House Bill 25-1329, concerning foreign third-party litigation financing for civil actions. The bill requires foreign third-party litigation funders to provide certain information to the Attorney General and creates a deceptive trade practice for violations.

Loren Furman ,representing Colorado Chamber of Commerce, testified in support of the bill. Mr. Larry Hudson, representing Colorado Chamber of Commerce, testified in support of the bill. Julie Whitacre, representing Colorado Trial Lawyers Association, testified in support of the bill.

Committee members asked questions about free speech and right to petition in relation to the bill.  Further discussion ensued about what constitutes a foreign entity and similar laws in other states.
